Brent Scowcroft Center Nonresident Senior Fellow Kate Brannen writes for Vocativ on why US airstrikes against ISIS leaders don’t solve the main issues in fighting against the organization, quoting Vice President, Arnold Kanter Chair, and Director of the Brent Scowcroft Center Barry Pavel:

Taking out senior leaders does nothing to address the root causes that led to the creation of ISIS and groups like it, said Barry Pavel, a former senior national security official in the White House and now the director of the Brent Scowcroft Center on International Security at the Atlantic Council.“The root causes are the complete and deep dysfunction in the societies and polities across the greater Middle East,” he said.
