Steven Grundman, the former Pentagon deputy under secretary for industrial affairs and installations who is now a fellow at the Atlantic Council, commended the report during the event Wednesday, but stressed that it primarily lays out raw data. He said in his view the data does not demonstrate, for example, whether the rate of competition is getting better or worse. Rather, the main thing the data underscores is how complex the acquisition system is.
