Adrian Karatnycky writes in the Wall Street Journal on how Ukraine should proceed with political reform following the formation of a transition government:

Ukraine’s dramatic and bloody revolution appears to be over. Ousted President Viktor Yanukovych is on the run and in hiding. The Rada, Ukraine’s parliament, is designating an interim government and presidential elections are set for late May, to be followed by legislative elections.

The rapid collapse of the Yanukovych regime most likely averted civil war and many deaths. Still, there remains some danger of violence, including Russia’s potential interest in fomenting regional separatism, particularly in the Crimea.
