“[Mr Putin’s] endgame is unclear; this makes everything uncertain and dangerous,” said Adrian Karatnycky, a senior fellow at the Atlantic Council. “It could be compromise to avoid further western sanctions, a frozen conflict that can be flared, perpetually hobbling Ukraine’s economy, or further Russian expansion.”
