“Resources should be directed towards building internal security and alleviating the causes of extremism,” said J. Peter Pham, the director of the Africa Centre at the Atlantic Council in Washington.
Pham said that, even “reasonably capable governments” have invested in rebuilding their security services in the face of new security challenges.
