A State Department press release Wednesday evening confirmed that the Obama administration would be suspending portions of US aid to Egypt.

We will continue assistance to help secure Egypt’s borders, counter terrorism and proliferation, and ensure security in the Sinai. We will continue to provide parts for U.S.-origin military equipment as well as military training and education. We will, however, continue to hold the delivery of certain large-scale military systems and cash assistance to the government pending credible progress toward an inclusive, democratically elected civilian government through free and fair elections. The United States continues to support a democratic transition and oppose violence as a means of resolving differences within Egypt.

Notably, the press release concerns economic support funds (ESF) but does not touch foreign military financing (FMF).

Delivery of big-ticket military equipment—Abrams tanks, F-16s, Apache helicopters, and Harpoon missiles—will reportedly be stalled, as will a $260 million cash transfer and a $300 million loan guarantee to the Egyptian government.

Officials claim that the suspension of aid is not intended to be permanent, but rather designed to pressure the Egyptian military leaders to take more rapid steps toward restoring democracy.
