Prime Minister Oleksiy Honcharuk served as prime minister of Ukraine from 2019 to 2020. While in office, Prime Minister Honcharuk focused on carrying out market reforms and began to transform Ukraine’s post-Soviet state apparatus. He initiated the adoption legislation that aided the introduction of land reform; commenced the implementation of medical and educational reforms; conducted the unbundling of Naftogaz; launched wide privatization processes and a country-wide support program for small and medium businesses; introduced public-private partnership; and started the comprehensive digital transformation of Ukraine. The Cabinet of Prime Minister Honcharuk was the first-ever in Ukraine to not be accused of corruption. Prior to his appointment in 2019, he served as deputy head of the Office of the President, focusing on state economic policy.

Prime Minister Honcharuk started his state development-oriented work early on in his career. From 2014 to 2015, he served as advisor to the minister of Ecology and Natural Resources of Ukraine and was responsible for natural resource management, focusing on the reform of subsoil use and management.

From 2015 to 2019, Prime Minister Honcharuk was the head of Better Regulation Delivery Office (BRDO), where he and his team developed a number of crucial pro-development legislative solutions that were later adopted by relevant state bodies, particularly the Law on Public-Private Partnership.
