SeaPower Magazine cites the Atlantic Council for hosting General Martin Dempsey at its Disrupting Defense conference:

Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, said there was the question of whether Russia was attempting to redefine national borders “or to address the wrongs of the last decade,” a reference to Russian President Vladimir Putin’s distress over the breakup of the Soviet Union.

Dempsey said his personal judgment was that the seizure of Crimea and support of the pro-Russian elements in eastern Ukraine is “largely driven by Putin and the circle around him, which could make it more dangerous.”

The chairman told a forum at the Atlantic Council he believes that Putin is “driven by a desire for a personal legacy, and the economic development of Russia,” because his legacy will depend on the economic recovery.
