The Financial Times quotes Rafik Hariri Center Nonresident Fellow Ramzy Mardini on the parliamentary reforms proposed by Iraqi Prime Minister Haider al-Abadi designed to counter corruption in the government:

“Imagine Maliki doing the same thing . . . the headline wouldn’t read ‘government overhaul’ or ‘sweeping reforms’. It would read ‘power grab’,” said Ramzy Mardini, an analyst with Atlantic Council.

“You can’t just shave positions off the top. Corruption and patronage is the lifeblood of the entire political system.”
