The Financial Times quotes Rafik Hariri Center Nonresident Fellow Ramzy Mardini on how internal tribal divisions are hobbling Iraq’s response to ISIS:

“If the Sunnis were united against ISIS, it would be a completely different picture,” said Ramzy Mardini, an Iraq analyst at the Atlantic Council, a think-tank. “Without them all on board you’ve very little options for doing anything effective against ISIS.”
