WASHINGTON, DC – The Atlantic Council today announced Trey Herr as Director of the Cyber Statecraft Initiative in its Scowcroft Center for Strategy and Security. Dr. Herr will be central to further strengthening the Initiative’s continued work on cyberspace as a tool of statecraft in an era of expanding great-power competition where geopolitics and cybersecurity increasingly overlap.

“Trey’s extensive policy experience and creative mindset will play a key role in molding the Initiative’s programming and impact. The international cyber community continues to face massive challenges – from navigating complex international supply chains to securing and protecting critical infrastructure and democratic institutions,” said Barry Pavel, Senior Vice President, Arnold Kanter Chair, and Director of the Scowcroft Center for Strategy and Security.

Dr. Herr joins the Atlantic Council from Microsoft where he worked with a global security strategy and diplomacy team to address contemporary challenges in cloud computing, supply chain security, data governance, and vulnerability disclosure. Previously, Herr was a postdoctoral fellow with Harvard’s Belfer Cybersecurity Project working on cyber conflict and vulnerability discovery and visiting fellow with New America’s Cybersecurity Initiative working on malicious software and cyber risk.

The Cyber Statecraft Initiative works to understand the nexus of international security, markets, and technology, crafting strategies to better inform and secure users of technology while shaping the conduct of statecraft. This work extends across cyber safety, the integrity of supply chains, financial risk, emerging technologies, and growing the next generation of cybersecurity policy professionals.
