Ambassador Jonathan Moore is a nonresident senior fellow at the Atlantic Council’s Europe Center, where he focuses on the Western Balkans. He is also a private consultant. Prior to the Atlantic Council, Ambassador Moore served in the US Foreign Service for thirty-three years.

As a US public servant, Ambassador Moore worked in multiple assignments in the Balkans from 1991 to 2017, culminating in three years’ work as the ambassador and head of the Mission to Bosnia and Herzegovina in the Organization for Security and Co-operation in Europe (OSCE). Ambassador Moore’s work in Bosnia and Herzegovina also included three years as the deputy chief of mission at the US embassy in Sarajevo. Ambassador Moore also served in Belarus as chargé d’affaires at the US embassy in Minsk, where he supported the democratic opposition and fought for the liberation of an unjustly incarcerated US citizen.

During his diplomatic career, Ambassador Moore was a fellow in the Policy Office of the Speaker of the US House of Representatives and at the Hoover Institution. Ambassador Moore also played a key role helping Lithuania advance its case for NATO membership, for which he received a decoration from the president of Lithuania. Ambassador Moore also advocated for Albania’s EU membership aspirations, for which he received Albania’s second-highest national award.  Among other recognition, Ambassador Moore has received a US Presidential Meritorious Rank Award and the State Department’s Distinguished Honor Award.

Ambassador Moore holds a BA in international studies from American University’s School of International Service and an MA in Russian and East European studies from George Washington University’s Elliott School of International Affairs. He is also an honorary graduate of the Rudo primary school in Bosnia and Herzegovina.
