Defne ArslanDefne Arslan
Director, Atlantic Council IN TURKEY and Turkey Representative, Atlantic Council

Defne (Sadıklar) Arslan is the Director of the Atlantic Council IN TURKEY program and the Council’s Turkey office. Arslan also serves as the Council’s regional representative with a specific focus on Turkey. Arslan, a reputable      economist, joined the US government in the US Embassy Ankara in 1997 as a senior economist responsible for monitoring the International Monetary Fund/World Bank programs. She was later promoted to chief Turkey economist and senior adviser on Turkey. In addition to her expertise as an economist, Arslan has added the energy sector to her responsibilities and has worked with key interlocutors on local and regional energy policies, including the Southern energy corridor. Previously, Arslan worked as a banker at Koç-American Bank and also as a project finance coordinator for the Turkish International Cooperation Agency (TIKA). Arslan joined one of the leading Washington D.C. based think-tanks, the Atlantic Council, as its regional Director in October 2014. Arslan completed an MBA, and an MA in banking and finance and received a BSc degree in economics from Middle East Technical University.

Alparslan Bayraktar serves as the Deputy Minister of Energy and Natural Resources. Prior to assuming this post, he was the Deputy Undersecretary of MENR following his service as the General Director of International Affairs and European Union. Between 2010-2016, Mr. Bayraktar served as a Commissioner of Energy Market Regulatory Authority of Turkey. Before his public service, he worked for the private sector in Turkey and abroad. Mr. Bayraktar also holds positions in various international organizations involved in issues relating to energy governance. He served as the Chairman of International Confederation of Energy Regulators (ICER) and Energy Regulators Regional Association (ERRA). Currently, he is the Chairman of World Energy Council Turkey and Istanbul Center for Regulation (IC4R). Mr. Bayraktar received his BS in Mechanical Engineering from Istanbul Technical University, LLM in Law and Economics from Bilkent University and MA in International Relations from Fletcher School of Law & Diplomacy at Tufts University.

Matthew BryzaMatthew J. Bryza

Matthew Bryza is a nonresident senior fellow with the Atlantic Council’s Eurasia Center and Global Energy Center. He is the director of the International Center for Defence studies in Tallinn, Estonia. He resides in Istanbul, where he also works as a business consultant and board member of several private companies. Ambassador Bryza just completed a twenty-three-year career as a US diplomat. His most recent assignment was as US ambassador to Azerbaijan from February 2011 to January 2012. From 2005 to 2009, Ambassador Bryza served as deputy assistant secretary of state for Europe and Eurasia, with responsibility for the South Caucasus, Turkey, Greece, Cyprus, and Eurasian energy. Ambassador Bryza simultaneously served as the US Co-Chair of the Organization for Security and Co-operation in Europe’s (OSCE) Minsk Group, mediating the Nagorno-Karabakh conflict, and as US Mediator of the Cyprus, South Ossetia, and Abkhazia conflicts. During 2001 to 2005, Ambassador Bryza served in the White House as director for European and European Affairs on the National Security Council staff. His responsibilities included the South Caucasus, Central Asia, Eurasian energy, and political Islam in Eurasia. Previous assignments include deputy to the Special Adviser to the President and Secretary of State on Caspian Energy, and political officer at the US Missions to Russia (1995-97) and Poland (1989-91).

Nick Butler is Visiting Professor and founding Chair of the Kings Policy Institute at Kings College London. He was formerly Group Vice President for Strategy and Policy at BP from 2002 to 2006 and subsequently Senior Policy Adviser to British Prime Minister Gordon Brown.   He writes a regular blog on Energy and Power for the Financial Times

Carl B. Kress is Regional Director for the East Asia, the Middle East, North Africa, Europe and Eurasia Regions of the U.S. Trade and Development Agency (USTDA). As Regional Director, Mr. Kress is responsible for developing and implementing the USTDA economic development program throughout these regions. He is also the agency’s Energy Sector Worldwide Team Leader. Before joining the agency, he held legal and legislative positions in government and the private sector. His previous experience includes serving as counsel at the U.S. International Trade Commission and as an attorney with the law firm McDermott, Will & Emery where he focused on international trade matters. A graduate of the University of California, Berkeley, Mr. Kress received his law degree from the University of California, Los Angeles. He also holds a master’s degree in German law from the University of Hamburg, Germany.

Richard L. Morningstar is the founding chairman of the Global Energy Center and a board director at the Atlantic Council. He served as the US ambassador to the Republic of Azerbaijan from July 2012 to August 2014. Prior to his appointment, he was the Secretary of State’s special envoy for Eurasian energy (2009-2012). Previously, he lectured at the Kennedy School of Government at Harvard and Stanford Law School. From June 1999 to September 2001, he served as United States ambassador to the European Union. Prior to this, Morningstar served as special adviser to the President and Secretary of State for Caspian Basin energy diplomacy. From April 1995 to July 1998, he served as ambassador and special adviser to the President and Secretary of State on assistance for the new independent states of the former Soviet Union, where he oversaw all US bilateral assistance and trade investment activities in the NIS. From 1993 to 1995, he served as senior vice president of the Overseas Private Investment Corporation (OPIC). Morningstar received his BA from Harvard in 1967 and JD from Stanford Law School in 1970.

His professional career has included high-level government, energy business, and public di-plomacy engagements. Mehmet has a good understanding of the oil, gas and power business along the value chain. He has deep experience of complex restructuring and special situations, M&A, debt/equity capital markets, as well as ability to balance seemingly unresolvable conflict-ing interests is impressive. He has been a trusted advisor to many Boards and Governments over many years. Currently, Mehmet chairs Global Resources Partnership, a UK strategic advisory group and serves as Special Envoy of The International Energy Charter for MENA Region and Chair of The Bosphorus Energy Club and The London Energy Club, which are exclusive gatherings of the senior executives and leaders in finance, energy and politics across the world.                                           

Erika OlsonErika Olson

Erika Olson is a Foreign Service Officer for the United States Department of State. She specializes in economic and political issues and has served abroad at Embassies in the Kyrgyz Republic, Uzbekistan, the Republic of Georgia, and the Slovak Republic. She is currently the Economic Counselor for the United States Mission in Turkey. In Washington, D.C., she served as senior advisor and Acting Chief of Staff to Deputy Secretary of State Heather Higginbottom, and in the Secretary of State’s Operation Center where she monitored and responded to crises across the globe. Prior to joining the State Department, Ms. Olson worked at the U.S. Department of Commerce as an advisor to the Director General of the Foreign Commercial Service. Prior to joining the U.S. government, she worked in the private sector for Microsoft and Mitsui. She holds a Master’s Degree in foreign affairs with a concentration in international economic policy from The George Washington University Elliott School of International Affairs and a Bachelor’s Degree with honors in psychology and Japanese studies from Whitman College.
                                                            

Anita OrbanAnita Orban

Dr. Anita Orban joined Tellurian LNG as Vice President for International Affairs in 2017. Previously she worked as Chief Advisor for Cheniere Marketing Ltd. Between 2010 and 2015 she served as Ambassador-at-Large for Energy Security of Hungary. Prior to that she was the Director of Constellation Energy Institute, a think tank facilitating cooperation in the Central Eastern European energy sector. She is the author of the book Power, Energy and the New Russian Imperialism (CT: Praeger, 2008). Between 2005 and 2008 she served as the Executive Vice President of the Budapest-based International Centre for Democratic Transition (ICDT). In 2004-05 she was editor of the ’World’ section of the Hungarian political weekly Heti Valasz where she also ran a monthly op-ed column on international issues for six years. She earned her PhD degree from the Fletcher School of Law and Diplomacy in Boston in 2007. She holds a Master Degree in Law and Diplomacy from the Fletcher School and a Master in History from Tufts University. She earned her Bachelor degree in economics from the University of Economic Sciences in Budapest in 1997.
                                     

Brenda ShafferBrenda Shaffer

Professor Brenda Shaffer is a foremost foreign policy and international energy expert. She specializes in global energy trends and policies, politics in the South Caucasus and greater Caspian and Black Sea regions, Azerbaijan, ethnic politics in Iran, Caspian energy, and Eastern Mediterranean energy. She is a senior fellow at the Atlantic Council’s Global Energy Center in Washington, DC, and a visiting researcher and professor at Georgetown University. Prof. Shaffer is the author of several books: Energy Politics (University of Pennsylvania Press, 2009), Borders and Brethren: Iran and the Challenge of Azerbaijani Identity (MIT Press, 2002), and Partners in Need: The Strategic Relationship of Russia and Iran (Washington Institute for Near East Policy, 2001). Energy Politics is used as a text book in over two hundred university courses around the globe. She has also served as the editor for Beyond the Resource Curse (University of Pennsylvania Press, 2012) and Limits of Culture: Islam and Foreign Policy (MIT Press, 2006). Shaffer frequently provides research and expert counsel to international institutions, governments, energy companies, and regional security organizations such as NATO on energy security policies. She has served as an adviser to Israel’s prime minister’s Office, the Ministry of Energy and Water, and to the “Zemach Committee” that was appointed by the prime minister of Israel to recommend natural gas policy.

Ali Shahbazov heads SOCAR’s Overseas Offices Section. Mr. Shahbazov joined SOCAR in 2012. Since 2002, Ali has held various positions in the energy industry, including engaging in supply chain management, legal issues, and negotiations on gas projects. Prior to joining SOCAR, Mr. Shahbazov worked for Schlumberger and its subsidiaries in the Caspian and Black Sea region. Ali has a bachelor’s degree in law and a master’s degree in business administration.

Paula SternPaula Stern

The Honorable Paula Stern is President of The Stern Group which provides advice on political, economic and tech policies that drive competitiveness in the global economy. Dr. Stern has served both Democrat and Republican administrations, as Chairwoman of the US International Trade Commission (ITC). As ITC Commissioner from 1978-87, Dr. Stern analyzed and voted on over 1,000 trade cases in a wide range of industries and issues. Dr. Stern has served on the President’s Advisory Committee on Trade Policy and Negotiations, Co-chairperson of the International Competition Policy Advisory Committee, and Chairwoman of the Advisory Committee of the U.S. Export-Import Bank. She was Guest Scholar at the Brookings Institution, Senior International Affairs Fellow at the Council on Foreign Relations, Senior Associate at the Carnegie Endowment for International Peace, and Senior Fellow at the Progressive Policy Institute. Dr. Stern occupied the Alkire Chair in International Business at Hamline University. She has served as board member at fifteen corporations and currently serves on the Executive Committee of Atlantic Council, Committee for Economic Development, Washington Institute of Foreign Affairs, and the American Leadership Institute. Dr. Stern has a B.A. from Goucher College, an M.A. in Regional Studies from Harvard University, and a M.A., M.A.L.D, and Ph.D. in International Affairs from Tufts University’s Fletcher School of Law and Diplomacy.

Cantekin Dinçerler
CEO, Koloğlu Holding

Cantekin joined Koloğlu Holding in 2013 and currently oversees Koloğlu Holding’s energy portfolio which comprises of hydro and lignite power generation assets (operating 1.150 MW), two gas distribution assets (combined 4 bcm consumption – 10% of Turkish market –, one million consumers, 400 FTE), 3 power distribution and retail businesses (combined 38 TWh distributed energy – 19% of total in Turkey –, 7 million customers, 7.500 FTE) as well as power and gas trading businesses. He led commercial discussions and project development that resulted in commissioning in a world record time of Turkey’s first floating storage and regas terminal with annual 5bcm regas capacity. Prior to joining Koloğlu Holding, Cantekin was a partner at McKinsey & Company (2001- 2010), and subsequently at Oliver Wyman (2010-2013). During his tenure as a management consultant, he advised companies and governments in US, Canada, Europe, Latin America, Russia, Middle East, North Africa and Turkey on energy related strategy, organization, and trading and risk management issues. Cantekin teaches elective corporate risk management course in the Master of Finance program at Koç University, Istanbul.
