How fiscal transparency builds confidence in Panama

Comptroller General of Panama Anel Flores explains how reforms have made contracting faster, strengthened auditing, and improved fiscal discipline, building confidence in Panama’s economy.

On Friday, October 2 at 11:00 a.m. ET, the Atlantic Council’s Adrienne Arsht Latin America Center will host a conversation with Comptroller General of the Republic of Panama Anel Flores.

Panama has cut its fiscal deficit from 6.2 percent of gross domestic product in 2024 to 3.7 percent in 2025, staying within the limit set by its fiscal responsibility law. Flores will discuss his priorities for faster and clearer contracting, stronger auditing, and the fiscal discipline needed to sustain confidence in a dollarized economy.

This conversation builds on the center’s work through the US-Panama Economic Security Task Force to strengthen bilateral economic cooperation, transparency, and the institutional foundations of long-term growth.
