In recent weeks, policymakers in Western capitals have expressed an increasing willingness to intervene militarily against the Islamic State (ISIS or ISIL) in its Libyan coastal stronghold of Sirte, driven in part by an uptick in devastating attacks on Libya’s oil ports by ISIS fighters and the group’s expanding influence along Libya’s coast.
