Lieutenant Colonel Brian Higgins is the 2023-2024 senior US Air Force fellow at the Atlantic Council’s Scowcroft Center for Strategy and Security.
Prior to his current role, Higgins was the branch chief of global plans at US Cyber Command. He is a graduate of the School of Advanced Air and Space Studies and the US Air Force Weapons School. Higgins’ previous assignments include squadron command, command and control for the Air Force enterprise network, and various positions on staffs at the major command and combatant command levels.
Higgins received his commission in 2006 after graduating from Louisiana State University. His awards and decorations include the Defense Meritorious Service Medal, the Meritorious Service Medal with device, the Joint Service Commendation Medal, and the Air Force Commendation Medal with two devices.
