Claire Phillips is a nonresident fellow with the Atlantic Council’s Climate Resilience Center and a climate planning expert with extensive experience in resilience strategy and consulting. Most recently, she served as the associate director of extreme heat initiatives with the Climate Resilience Center, where she led the strategy for the Extreme Heat Resilience Alliance (EHRA) and represented the Center in the EHRA Steering Committee. Prior to this role, Phillips advised governments, investors, major corporations, and nonprofits as a climate resilience consultant at ICF, managing or contributing to over 50 climate plans. 

Phillips has co-authored climate publications for public sector and industry leaders, from the Department of Energy to The Nature Conservancy to US local, state, and federal governments.

Phillips has also worked or volunteered with nonprofit organizations including the Congressional Research Service, the Consortium for Energy Efficiency, FRESHFARM FoodPrints, the National Museum of Natural History, and the Sexual Assault Support Services of Midcoast Maine.
