Fanny Fang-Yi Chao is a nonresident fellow in the Indo-Pacific Security Initiative at the Atlantic Council’s Scowcroft Center for Strategy and Security. Chao previously served at Taiwan’s National Security Council during the Tsai administration, and prior to that worked at Taiwan’s Legislative Yuan as an assistant in foreign affairs and defense policy. Through these roles, she built expertise on Taiwan’s security, with a focus on military modernization, international security cooperation, and whole-of-society defense resilience building.

Chao is also a nonresident fellow at Taiwan’s Research Institute for Democracy, Society and
Emerging Technology and a research associate at the Council on Foreign Relations. She
previously worked at the Center for Security and Emerging Technology and the Foundation for
Defense of Democracies. Across these roles, her research covered emerging technology
development within Taiwan’s and China’s militaries, China’s coordination among the axis of
aggressors, and cross-strait dynamics.

Chao holds a master of arts in Asian studies from Georgetown University’s Walsh School of
Foreign Service and a dual bachelor of arts from Sciences Po Paris in France and Keio
University in Japan.
