Newton Howard is a nonresident senior fellow with the N7 Initiative at the Atlantic Council’s Middle East programs. Howard is the founder and chief executive officer of ni2o Inc, a startup developing AI-driven brain-computer interfaces aimed at treating debilitating neurological disorders.  

He was previously a professor at Oxford, the Massachusetts Institute of Technology (MIT), and Georgetown, where he founded and directed multiple laboratories, including the Computational Neurosciences Lab at Oxford and the Synthetic Intelligence Lab at MIT. He remains a member of congregation at Oxford. He previously served in the US intelligence community and in various roles across government.  

Howard holds advanced degrees in mathematics (Oxford), cognitive informatics (Sorbonne), and neurosurgery (Oxford), as well as a Doctorate of Medical Sciences (Sorbonne). He is the founder of the Howard Brain Sciences Foundation and C4ADS, a national security think tank dedicated to data-driven analysis of global conflicts.
