Nonkululeko Neo Masoek

Nonkululeko Neo Masoek is a 2026–27 Millennium fellow and lead thematic expert on resilience governance, ocean affairs, and strategic foresight at the African Peer Review Mechanism (APRM), a specialized agency of the African Union. Her work focuses on strengthening the capacity of African governance systems to anticipate, adapt to, and govern complex risks and long-term transitions, with a particular focus on the governance capabilities needed to navigate climate disruption, strategic maritime transitions, and emerging risks shaping Africa’s future. At APRM, her work advances efforts to strengthen governance systems, resilience frameworks, and strategic foresight capabilities that enable African institutions to become more adaptive, anticipatory, and resilient. She also serves as convener of the Pan-African Inter-Party Dialogue, an APRM initiative that advances democratic resilience and inclusive political participation through dialogue and cooperation among political parties and governance stakeholders across Africa. She is the founder and executive director of the African Coastal Equity & Inclusion Network, which promotes inclusive ocean governance across Africa. Masoek is a 2025–2026 Obama Foundation Africa Leader and an alumna of the European Union Visitors Programme. She holds a master of science in sustainable development from the University of Sussex and a bachelor of arts from Rhodes University.
