Owen J. Daniels is a nonresident senior fellow in the Forward Defense program of the Atlantic Council’s Scowcroft Center for Strategy and Security. Daniels is also the associate director of analysis and Andrew W. Marshall fellow at Georgetown’s Center for Security and Emerging Technology (CSET). In this role, he works on military and artificial intelligence (AI) governance issues, in addition to helping shape the organization’s Analysis Team portfolio.

Daniels is currently researching and writing a book for Polity Press on AI’s impact warfare. Prior to joining CSET, he worked in the Joint Advanced Warfighting Division at the Institute for Defense Analyses, where he researched issues including the ethical implications of AI and autonomy, autonomous weapons norms, and joint operational concepts. He has also worked as an associate director in the Atlantic Council’s Scowcroft Center for Strategy and Security and as a defense researcher at Aviation Week.

Daniels was a 2022-2023 Penn Kemble Forum fellow at the National Endowment for Democracy. He attended Princeton University, where he majored in international relations with minors in Arabic and Near Eastern studies. He is a master’s in public policy candidate at Georgetown’s McCourt School of Public Policy.
