On November 3, IPSI Senior Fellow Dexter Tiff Roberts was quoted in an article, “Will US-China relations change during Xi’s third term?” in DW. Roberts points out that China no longer sees any benefit to learning from and cooperating with the West on technology, which in turn is accelerating decoupling.
