Please join the U.S. Department of Energy and Ministry of Climate and Environment of the Republic of Poland on September 23, 2021, in Warsaw, Poland to participate in the Ministerial of the Transatlantic Energy and Climate Cooperation (P-TECC) . The P-TECC Ministerial will take place in the Butelkownia and Filtracja buildings of the Centrum Praskie Koneser, Plac Konesera 3, Warsaw, Poland, the day following the P-TECC Business Forum. The program will focus on setting climate action and a just transition to a low-carbon future at the core of P-TECC’s work.
The P-TECC initiative was created as a pathway for enhanced cooperation between the United States and the countries of Eastern and Central Europe on energy security and the transition to clean, carbon-neutral economies. The P-TECC Business Forum will gather representatives from countries, organizations, and businesses throughout the region to discuss technology innovations, policy hurdles, and business opportunities.
Registration and Badges
Embassies will be provided with welcome packages and badges prior to the Ministerial, with a request to distribute them to delegations. The Ministry of Climate and Environment of Poland will provide a briefing for the Embassies the week before the P-TECC program. More information will follow.

Opening Reception: September 22, 2021
Heads of Ministerial delegations are invited to attend a reception hosted by the Chargé d’Affaires, B. Bix Aliu to celebrate the opening of the U.S. Department of Energy’s office in Poland on Wednesday, September 22nd at 17:30. The U.S. and Polish teams organizing the P-TECC program are closely following COVID developments and are taking every precaution to help ensure the health and safety of all participants.
We are limiting the total number of attendees at P-TECC for safety reasons. We kindly ask that all P-TECC attendees:
- Regardless of vaccination status, provide proof of a negative COVID test conducted on or after September 19th. Either Antigen or PCR test is acceptable.
- Wear a mask while indoors at the P-TECC Business Forum and Ministerial, unless you are giving remarks, eating, or drinking.
- Apply all necessary measures of personal safety including keeping a safe distance and avoiding shaking hands.
Logistics
Accommodations
A variety of hotels are within close distance to the P-TECC meeting facilities. Organizers will not provide hotel accommodation for participants.
Conference Language
The conference will be conducted in English. Simultaneous interpretation will not be available.
Bilateral Meetings
Four bilateral meetings rooms will be available to participants during the P-TECC Ministerial session. Each room can hold up to eight people. Additional information on how to reserve space in a bilateral meeting room will be provided soon.

P-TECC Background
The Department of Energy’s Office of International Affairs coordinates the Partnership for Transatlantic Energy and Climate Cooperation (P-TECC), an international platform designed to provide policymakers and civil-society stakeholders within Eastern and Central Europe with the resources and technical tools to build secure, resilient, climate-conscious energy systems. The United States, 22 European countries, and the European Union participate in the P-TECC initiative. Support for European-based energy security efforts, including the European Union’s Energy Union framework and the Three Seas Initiative, is a cornerstone of the P-TECC initiative.
P-TECC Partners
Countries and organizations participating in P-TECC include: Albania, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, the European Union, Georgia, Germany, Greece, Hungary, Kosovo, Latvia, Lithuania, Moldova, Montenegro, North Macedonia, Poland, Romania, Serbia, Slovakia, Slovenia, Ukraine, and the United States.
P-TECC focuses on technical collaboration in a number of key areas, including:
- Improving energy efficiency and clean energy deployment, including in the renewable energy, nuclear energy, and carbon management sectors;
- Supporting energy cybersecurity best practices;
- Promoting new capital investment in key energy infrastructure;
- Climate impact prediction, risk mapping, and adaptation planning; and
- Providing analysis and vulnerability assessments for electricity and gas transmission systems;
Past Ministerial Meetings
First Ministerial
The inaugural P-TECC Ministerial meeting convened in October 2019 in Houston, Texas. Initially called the Partnership for Transatlantic Energy Cooperation (P-TEC), the Ministerial meeting set the framework for an initiative designed to support the energy infrastructure, interconnection, and security goals of the Eastern and Central European region. Ministers and other senior representatives from eighteen Central and Eastern European countries participated, as did the European Commission.
Second Ministerial
Lithuania’s Ministry of Energy and the U.S. Department of Energy hosted the second Ministerial of the then-Partnership for Transatlantic Energy Cooperation (P-TEC) in October 2019 in Vilnius, Lithuania. Twenty-two countries, the European Commission, and the United States participated in the program, and included the formation of four Working Groups to drive discussions in areas of mutual interest: critical energy infrastructure, energy efficiency and renewable energy, nuclear energy, and security of energy supply.
The Global Energy Center develops and promotes pragmatic and nonpartisan policy solutions designed to advance global energy security, enhance economic opportunity, and accelerate pathways to net-zero emissions.
