After months of intensive negotiations, Yemen's National Dialogue Conference culminated with a tenuous agreement to transform the country from a unitary state to a federal state system in an effort to address corruption, weak governance, and poor basic service delivery. Yet few specifics were decided in the National Dialogue and major questions remain about how the new multi-state and multi-tiered system of government will be implemented and how authorities will be divided among local, state, and federal government. Please join us for a discussion on these important issues and how such decisions will impact Yemen's political transition more broadly. Rafat Al-Akhali’s new issue brief, “The Challenge of Federalism in Yemen,” will be released at the event. 

Rafat Al-Akhali is a nonresident fellow at the Atlantic Council’s Rafik Hariri Center for the Middle East and is the cofounder and former chairman of Resonate! Yemen, a nonprofit foundation that specializes in engaging Yemeni youth in public policy. He currently works with the newly established Executive Bureau, which helps expedite international donor assistance for Yemen. Paul Williams is the president and cofounder of the Public International Law & Policy Group, and has been engaged recently with stakeholders in Yemen on these issues.  Hariri Center Acting Director Danya Greenfield, who leads the Yemen Policy Initiative, will moderate the discussion.
