Colonel Gittipong “Eddie” Paruchabutr, USA (ret.), is a nonresident senior fellow in the Indo-Pacific Security Initiative at the Atlantic Council’s Scowcroft Center for Strategy and Security. He is a leading expert on information environment capacity building, asymmetric deterrence, and strategic competition in the Indo-Pacific. Paruchabutr’s expertise spans the full operational spectrum, from strategic advisory to tactical employment, bridging high-level concepts with technical fieldwork to implement complex strategies.
Paruchabutr serves as a mission manager for Information Warfare and visiting research scientist at the University of Maryland’s Applied Research Laboratory for Intelligence and Security (ARLIS). In this capacity, he drives the integration of research into operational capabilities for government mission partners. He is also an adjunct professor at the Joint Special Operations University (JSOU) and an information operations subject matter expert for the Irregular Warfare Center (IWC), where he applies practitioner insights to strengthen partner-nation interoperability and resilience across the Indo-Pacific’s most contested information environments. His work focuses on mitigating vulnerabilities and generating operational advantages within the information environment through direct field engagements.
A retired US Army Psychological Operations (PSYOP) Colonel with twenty-five years of service, Paruchabutr previously served as a senior military advisor and director of the Information Operations Division within the Office of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (SO/LIC). He holds master’s degrees in strategic studies from the US Army War College, the US Army School of Advanced Military Studies and a BA in biochemistry and molecular biology from Boston University.
