Lukasz Lisicki is a participant in the 2025 European Leadership Accelerator hosted by the Atlantic Council’s Millennium Leadership Program. He is also a policy assistant to the European Commission’s director-general for energy, advising on energy policy. He is a master graduate of the Centre for Europe at the University of Warsaw and Warsaw School of Economics. He was a participant of the US State Department’s International Visitor Leadership Program (IVLP) in the field of energy security and innovation. He gained professional experience working as a consultant and market analyst in the field of regulatory and investment risks as well as at a public affairs advisory for energy companies in Europe. For a few years, he worked at the Polish Ministry of Energy in the Oil and Gas Department focusing on energy security issues and energy diplomacy. Afterwards, he was an energy Attaché at the Permanent Representation of Poland to the European Union (EU) in Brussels, representing Poland in the EU institutions and fora on energy matters. He is also an author of publications on EU energy policy and economic interests. He lectures on EU energy policy at the University of Warsaw.
