WomenLima Halima-Khalil is a 2025–2026 Millennium fellow and the program director of the “I Stand With You“ campaign at ArtLords, a collective she co-founded, where she mobilizes global awareness against gender apartheid in Afghanistan. She also founded the Paywand Afghanan Association, which advances Afghan women’s legal and political rights. Previously, Halima-Khalil led government accountability reforms as director of monitoring and evaluation in the Afghan President’s Office and has consulted for NATO, the United States Agency for International Development, the British Council, and the United Nations Development Programme on gender, peacebuilding, and counterextremism. Her research has influenced national reforms, including the creation of women’s special courts and inclusion of women in peace negotiations. A PhD candidate at The Fletcher School at Tufts University, Halima-Khalil’s research explores youth resilience amid violence and displacement. She holds a master’s degree in international security from Fletcher and a BA in international relations and women and gender studies from Bucknell. Her writing has appeared in Foreign Policy, TRT World, and academic publications. She has been recognized with the Tufts Presidential Award, AAUW Fellowship, and Asia 21 Fellowship.
