Ioana Moraru is a 2025 Millennium Leadership Intensive participant and a policy professional currently working on deterrence and defense issues at NATO. She has over ten years of experience advising senior government officials on foreign and defense policy, international affairs, government reform, and strategy formulation. She is also an advocate for equality and human rights. She has previously served as a senior advisor in the UK Cabinet Office, and as a government and foreign policy advisor at the Tony Blair Institute. She also consulted for the World Bank’s Governance practice and started her career in the private sector at Accenture UK, delivering programs of government reform and innovation. She holds a BA in politics and international relations from the University of Birmingham and an MSc in human rights from the London School of Economics. She is also a 2023 Marshall Memorial fellow with the German Marshall Fund in the United States.
