Abraham Holland is a 2025-2026 Veterans Advanced Energy fellow with the Atlantic Council’s Global Energy Center and an applied microeconomist at the Institute for Defense Analyses (IDA), leading analyses across military manpower, operations, and infrastructure topics. One of Holland’s key areas of active research is military installation energy acquisition.    

Holland also co-founded IDA’s Strategic Planning for Actionable Resilience Working Group, which enhances IDA’s ability to apply cutting-edge science to address national security challenges. His work in this area includes assessments of environmental impacts on military equipment, personnel, and operations.  

A US Air Force veteran, Holland holds a PhD in public policy from Harvard University. His dissertation research developed randomized experiments and empirical methods to evaluate the social and economic impacts of public services and improvements in public sector efficiency. He also holds a bachelor’s degree in economics and Chinese literature from Dartmouth College, where he graduated summa cum laude.
