Marcus Lee is a 2025-2026 Veterans Advanced Energy fellow at the Atlantic Council’s Global Energy Center and currently serves as a US-based public affairs manager with QatarEnergy, leading government affairs and stakeholder engagement in the United States.
Prior to joining QatarEnergy, Lee served in multiple policy positions with the US government, most recently as a senior energy policy advisor with the Bureau of Energy Resources at the US Department of State. There, he served as the lead advisor for global natural gas markets and infrastructure, presidential permit coordinator, and delegate to the International Energy Agency, and he also led commercial business diplomacy and congressional affairs for the bureau. Previously, Lee worked as an analyst with the Government Accountability Office and a legislative aide with a US Senator.
Lee is also a judge advocate with the US Army in the rank of major, serving ten years as a reservist with a one-year combat deployment in Iraq and Syria with the Special Operations Joint Task Force in support of Operation Inherent Resolve culminating in the military defeat of ISIS. He holds a juris doctor from the Seattle University School of Law, a master’s degree in environmental science and policy from the Johns Hopkins University, and a bachelor of arts in political science and environmental policy from the University of Washington. Lee lives in Spring, Texas, with his wife and five children, and volunteers as a sports coach and Scouts BSA.
