Vladimir Antikarov is a nonresident senior fellow at the Adrienne Arsht National Security Resilience Initiative in the Atlantic Council’s Scowcroft Center for Strategy and Security. He is also a financial sector expert with Verea Group LLC.
Antikarov is an expert in resilience finance and strategic risk, focused on helping governments and international institutions strengthen economic security, improve strategic risk management, and mobilize capital for resilience. As a senior private sector and financial sector expert with the World Bank, he led an assessment of risk management at the State Bank of Pakistan, producing a report and recommendations for the bank’s board; evaluated and optimized resilience investment for critical infrastructure in India; supported Saudi Arabia’s National Competitiveness Council in developing its national e-commerce strategy; conducted joint government-World Bank private sector diagnostics in Tanzania; and produced financial sector resilience recommendations for Yemen during active conflict. His work frequently integrates advanced analytics, including Real Options Analysis, to guide decision-making under uncertainty. He is a co-author of Real Options: A Practitioner’s Guide, published in six languages and widely cited on profitability and investment. He has delivered invited talks at the Association for Federal Enterprise Risk Management, Association for Financial Professionals, National Center for Science Education, Biotechnology Innovation Organization, and World Bank, and has published extensively on resilience, risk management, and strategic investment.
Earlier in his career, as senior advisor to the chief financial officer of Overseas Shipholding Group, the largest US oil tanker company, Antikarov led numerous strategy and finance initiatives, including setting up the Enterprise Risk Management function.
He also served for more than a decade as a senior corporate strategy and finance consultant at Michael Porter’s Monitor Group (now Monitor Deloitte), where he advised senior leaders at Lockheed Martin, AT&T, Merck, Telefónica, Vale, Roche, and Votorantim, as well as the US Department of Defense, supporting the formation of United Launch Alliance.
He holds a master of business administration with honors and completed doctoral studies in finance at Boston University. A Fulbright Scholar and member of Beta Gamma Sigma, he is fluent in English, Spanish, Russian, and Bulgarian. He serves as the Washington, DC regional director for the Professional Risk Managers’ International Association.
