Coordinated multilateral sanctions target more than 4,800 Russian entities and individuals, but financial facilitators around the world are enabling Russia’s sanctions evasion and circumvention efforts.

In response, the United States and the Group of Seven (G7) allies are intensifying efforts to target the enablers, and have issued advisories describing the types of evasion, including but not limited to: (1) using “family members and close associates to ensure continued access and control” of assets; (2) using “real estate to hold value;” (3) using complex ownership structures to avoid detection; and (4) transferring assets and funds to countries that have not sanctioned Russia, including the United Arab Emirates, Turkey, China, Brazil, and India, among others.

Recently, the United States and United Kingdom announced the designation of Russian oligarch Alisher Usmanov’s network of sanctions evasion enablers and financial facilitators. This designation is a good first step. But how far are G7 allies willing to go to crack down on sanctions evasion within their own jurisdictions? How is the US government working with partners, and what can the private sector be on the lookout for to identify sanctions evasion and protect against it?
