On November 6-7, 2025, the US Department of Energy, the Ministry of Environment and Energy of Greece, and the Atlantic Council Global Energy Center will convene the sixth meeting of the Partnership for Transatlantic Energy Cooperation (P-TEC)  gathering public and private industry leaders to discuss energy security and affordability, infrastructure projects, and investment opportunities live from Athens, Greece. 

P-TEC is the flagship platform for energy ministers and delegations from Central and Eastern Europe to work cooperatively with the US Department of Energy, other US agencies, and the private sector to address energy issues in Central and Eastern Europe.  The sixth ministerial meeting will focus on European energy security, affordability, and reliability and will feature panels focused on artificial intelligence; the Vertical Corridor; the security (including cybersecurity) of energy infrastructure; the mobilization of investment in energy infrastructure; and nuclear technology and fuel diversification. 

The sixth ministerial will begin with a business forum on Thursday, November 6, which will provide an opportunity for high-level public and private industry leaders to discuss energy security and reliability as well as the link between energy affordability and economic competitiveness. The P-TEC Ministerial meeting will take place on Friday, November 7, and will highlight the role of liquified natural gas in supporting European competitiveness and growth as well as strategies for improving grid connectivity and security.

9:40–10:30 a.m. | Corridors of power: How natural gas is redrawing Europe’s energy map

Russia’s invasion of Ukraine has prompted a comprehensive reassessment of Europe’s energy security framework and the long-term resilience of its gas markets. The accelerated phaseout of Russian gas has, in turn, created new opportunities for regional integration and cross-border energy connectivity. As European countries work to phase out their reliance on Russian gas, they are ramping up imports of liquefied natural gas (LNG) from trusted partners and investing in domestic LNG infrastructure, interconnections, and storage capacity.

While these measures have laid the groundwork for a more diversified and resilient European energy system, persistent regulatory and technical barriers continue to hinder the emergence of a fully integrated gas market. Initiatives such as the Vertical Corridor demonstrate the strategic potential of multinational collaboration to enhance energy security, diversify supply routes, and mitigate vulnerability to external disruptions.

This panel will examine how sustained transatlantic cooperation, harmonized regulatory frameworks, and targeted infrastructure investment can collectively advance Europe’s transition toward a more interconnected, competitive, and secure energy landscape.

Meeting the world’s growing demand for affordable, reliable, and secure energy will depend on the ability to mobilize unprecedented levels of investment. Our growing energy system requires massive capital deployment across every link of the supply chain. However, there exist financing gaps, both structural and circumstantial, that continue to constrain progress.

Unlocking capital for energy infrastructure demands new models of strategies and collaboration among governments, investors, and development finance institutions. Using blended finance, policy de-risking mechanisms, and transparency in regulations governments can attract more private participation. Simultaneously, aligning global capital flow with long-term resilience ensures that investments not only meet future energy demand and support secure supply chains, but also strengthen economic stability.

This panel will examine innovative financing frameworks, multilateral partnerships, and institutional reforms that can bridge the financing gap for energy infrastructure. As global electricity demand surges and economies become increasingly digital, interconnected, and AI-driven, the resilience of energy systems has become a defining test of national security. Today’s power grids face a dual challenge: contending with the rise of physical vulnerabilities, as well as sophisticated cyber threats, capable of crippling critical infrastructure and threatening lives. Building long-term energy resilience will require hardening assets protection and the ability to anticipate, absorb, and adapt to disruptions.
