Colin Buckley

Colin Buckley is a nonresident senior fellow with the Atlantic Council’s Freedom and Prosperity Center. He currently serves as managing director and general counsel at British International Investment, where he is responsible for relations with external stakeholders and oversees legal, compliance, business integrity, and communications functions. He previously held the positions of chief operating officer and head of strategy there. He also acts as advisor to the UK Foreign, Commonwealth, and Development Office on issues regarding the economic reconstruction of Ukraine.

Buckley was previously executive director at the Children’s Investment Fund Foundation, a four-billion-dollar private charitable foundation focusing on child health, education, and nutrition, as well as climate change. Prior to that, Buckley spent time at the International Finance Corporation managing corporate governance projects in the former Soviet Union and at the Millennium Challenge Corporation as country director for the Republic of Georgia.

Before this work in international development, Buckley practiced as a US attorney and a UK solicitor in Boston and London, advising clients on public offerings, private placements, private equity, debt, venture capital, securitization, and other cross-border transactions. Buckley also previously served as chief executive officer of European Development Finance Institutions, which represents fifteen European development finance institutions with over €50 billion in investments.
