Marc Frey was a nonresident senior fellow with the Scowcroft Strategy Initiative at the Atlantic Council’s Scowcroft Center for Strategy and Security and managing director for international operations at Pangiam, a technology company working to revolutionize the future of border security. Previously, he served as executive director of Bancroft Global Development, a nonprofit focused on building security-sector and health-sector capacity in places suffering from armed conflict, and as a senior director in the Washington office of Steptoe & Johnson, an international law firm. During his government services, Frey held several senior roles at the US Department of Homeland Security including chief of staff in the Office of Policy Development, director of the Visa Waiver Program, and senior advisor to the chief security officer. He holds a BA from Duke University and a PhD in US diplomatic history from Temple University.
