Morgan McMurray

Morgan McMurray is a nonresident fellow with the Cyber Statecraft Initiative, part of Atlantic Council Technology Programs. Her work focuses on cybersecurity capacity building, AI governance, and online safety.

McMurray previously served as associate director of capacity building with the Cyber Statecraft Initiative, where she managed international training programs for government officials, congressional staff, and university students. Before joining the Atlantic Council, she was a program associate with the Aspen Institute’s Aspen Digital program, where she contributed to published research on responsible AI adoption, and where began her policy career as a Google public policy fellow.

McMurray came to technology policy after nearly a decade in digital content, editorial operations, and e-commerce at companies including Moz, Nintendo of America, and Seattle’s PBS affiliate, KCTS 9. She holds a master of public administration from Columbia University with a concentration in international security policy and a bachelor of arts from Iowa State University.
