Europe & EurasiaRebecca R. Moore is a nonresident senior fellow with the Transatlantic Security Initiative at the Atlantic Council’s Scowcroft Center for Strategy and Security. Moore is a professor of political science at Concordia College, where she teaches undergraduate courses on international politics, international security, US foreign policy, US-China relations, and ethics and international relations.
Moore is the author of NATO’s New Mission: Projecting Stability in a Post-Cold War World (Praeger, 2007) and co-editor of two volumes focused on NATO’s post-Cold War evolution: NATO’s Return to Europe: Engaging Ukraine, Russia, and Beyond (Georgetown University Press, 2017) and NATO in Search of a Vision (Georgetown University Press, 2010). Her work has also appeared in various other edited volumes as well as peer-reviewed and policy journals, including the Australian Journal of International Affairs, Contemporary Security Policy, RUSI Commentary, The Washington Quarterly, World Policy Journal, and others. Her research interests include NATO enlargement and partnerships, as well as NATO’s role as a values-based alliance supporting liberal order. After completing her undergraduate degree at St. Olaf College, Moore worked for the Central Intelligence Agency before earning her MA and PhD in foreign affairs at the University of Virginia.
