Hinata-Yamaguchi published in North Korea News on North Korea’s naval modernization challenges

On September 27, IPSI nonresident senior fellow Ryo Hinata-Yamaguchi published an article in North Korea News. He discusses the challenges facing North Korea surrounding its efforts to modernize its outdated Navy, writing that “deployment of nuclear arms and a few new ships can’t overcome antiquated technology and decades of poor defense planning.”

Ryo Hinata-Yamaguchi is a nonresident senior fellow with the Atlantic Council’s Indo-Pacific Security Initiative in the Scowcroft Center for Strategy and Security. He is also an associate professor at the Institute for International Strategy, Tokyo International University and an adjunct senior fellow at the Pacific Forum.

Hinata-Yamaguchi has presented, published, and consulted on a variety of topics relating to defense and security, and transport governance in the Indo-Pacific. Hinata-Yamaguchi previously served as a noncommissioned officer in the Japan Ground Self-Defense Force (reserve) and held positions at the University of Tokyo, Pusan National University, Universitas Muhammadiyah Malang, FM Bird Entertainment Agency, the International Crisis Group’s Seoul office, the Sasakawa Peace Foundation, the Embassy of Japan in Australia, and the Japan Foundation, Sydney.

He received his PhD from the University of New South Wales. He holds an MA in strategic and defense studies and a BA in security analysis from the Australian National University. He was also a Korea Foundation language training fellow. Hinata-Yamaguchi is a proud native and resident of Saku, Nagano Prefecture, Japan.
