EuropeWalter Richter is a nonresident senior fellow with the Transatlantic Security Initiative within the Scowcroft Center for Strategy and Security at the Atlantic Council. He most recently served as the Europe (north and east) division chief and as the senior foreign area officer within the US European Command Plans and Policy Directorate.
His experience spans over thirty years in the US military. He served in various positions and rose to the rank of colonel. His past positions include the US Army attaché at the US embassy in Berlin, Balkans branch chief at US European Command, and chief of defense cooperation at the US embassy in Bratislava.
Walter is a 2021 graduate of the Air Force War College. He also holds a master’s degree from the US Marine Corps School in operational studies and a master’s degree from the US Army Command and General Staff College of Strategic Studies, where he earned the Benjamin H. Grierson Award for Excellence in Strategic Studies. He is also a graduate of the Slovak Senior Command and Staff Course at Liptovský Mikuláš in Slovakia. He also holds a bachelor’s degree from the University of Miami in music.
