The New York Times quotes Rafik Hariri Center Senior Fellow Frederic Hof on the humanitarian access granted to the besieged Syrian city of Homs:
Frederic C. Hof, a former State Department official, said of the deal on Homs: “Seeing is believing.” He added: “If lives are saved in this case, great. But there’s no substitute for unchallenged U.N. access everywhere in Syria.”
