The post-Soviet space is riddled with so-called frozen conflicts. Russia’s aggression in Ukraine is the latest in a series of conflicts, which Russia uses to destabilize the region. US policy makers have struggled to effectively respond to these conflicts and to deter Russia from instigating separatist movements along its borders. Dr. Agnia Grigas’s new report, Frozen Conflicts: A Tool Kit for US Policymakers, examines these conflicts and places them in the broader framework of Russia’s revanchist foreign policy. Dr. Grigas provides concrete recommendations for United States’ policymakers on the available tools for responding to Europe’s emerging “gray zones.”
