Manning argues that equating the two situations oversimplifies the differing strategic value of the areas, and that the same calculus applied to the US withdrawal from Afghanistan. He points out that the US decisions to curtail involvement in these regions actually provided the United States with freedom to focus on the Indo-Pacific.
