Bo Wun Lee

Colonel Bo Wun Lee is a visiting military fellow with the Indo-Pacific Security Initiative at the Atlantic Council’s Scowcroft Center for Strategy and Security.
He is a defense planning officer specializing in defense policy, force development, resource allocation, and capability development. His work focuses on exploring how Taiwan can better translate strategic priorities into sustained defense investment, improve the alignment between force planning and resource allocation, and strengthen the institutional foundations of defense transformation. He has extensive experience in Taiwan’s defense planning and programming processes, including work related to force development, capability requirements, acquisition policy, and interagency coordination.
Recognizing that defense transformation depends not only on new operational concepts or emerging technologies, Lee is committed to examining the institutional mechanisms that connect strategy, medium-term resource planning, and annual budgeting. His current research explores the institutional barriers to Taiwan’s asymmetric defense transformation and considers how stronger strategy-to-resources linkages can support more coherent force development and US-Taiwan defense cooperation.
Lee graduated from the War College of Taiwan’s National Defense University and holds a master’s degree from the Graduate Institute of International Affairs and Strategic Studies at Tamkang University.
