Experts discuss the hybrid warfare threat in Europe and how countries can deter future attacks.

On Wednesday, October 21 at 9:00 a.m. ET, the Atlantic Council will host a discussion on Europe’s response to recent hybrid attacks on the continent.

Several recent episodes—such as bombing attempts, drone attacks and incursions, cyber attacks, and violations of NATO’s airspace—have highlighted the risks Europe faces from attacks below the threshold of war. Such attacks are occurring with greater frequency and intensity, and many have been attributed to Russia, as Moscow seeks to test the foundations of Europe’s security architecture and the transatlantic alliance. In response, European and NATO officials have sought new ways to respond to such actions and underline the Alliance’s deterrence.

This discussion—hosted by the Europe Center, Eurasia Center, and Transatlantic Security Initiative at the Scowcroft Center for Strategy and Security—will unpack the nature of the threats Europe faces, ways to respond, and what the threat environment means for European and transatlantic security.
