Andrei Kozyrev was the first Foreign Minister of the Russian Federation under President Boris Yeltsin, serving from 1990 to 1996. A liberal voice in the government, he worked toward building a Russian partnership with the West during the formative years of the post-Cold War order. The Atlantic Council will host Minister Kozyrev for a discussion on Russia’s return to a Cold War grand strategy and the need for the West to acknowledge and respond to this challenge.
