Alex Ruiz is the Founder of Phaedrus LLC, an engineering company supporting the Department of Defense and Intelligence Community. For these sponsors, Alex serves as the strategic advisor and subject matter expert on science and technology as it pertains to Cyber, Electronic, and Information Warfare. Alex is also a Lieutenant Colonel in the US Air Force Reserve, stationed at Ft. Meade, MD, where his operational practice as a Cyber Warfare Officer provides him a continuing, deep understanding of Cyber and Information Warfare across strategic, operational, and tactical levels. Alex is also a Senior Fellow at the Atlantic Council, focusing on the future of competition, conflict, and geopolitics and developing partnerships across communities of interest and practice. He uses multidisciplinary approaches to bring teams together in pursuit of solutions to complex problems. His most recent collaborations include National Priorities to Combat Misinformation and Disinformation for COVID-19, a publication he wrote alongside colleagues at the Johns Hopkins Center for Health Security; and the Narrative Campaign Field Guide, developed with colleagues at the Atlantic Council with the express intent to help organizations decompose the complexities of disinformation campaigns, providing frameworks to develop interventions.
