Leon S. “Skip” Waskin is a nonresident senior fellow on South Asia at the Atlantic Council and chief executive officer of International Solutions LLC.  A former senior US Agency for International Development (USAID) official, he has more than three decades of experience in international development, foreign assistance, stabilization, and humanitarian response, with particular expertise in South Asia.

Waskin served in senior USAID leadership positions across South Asia, including as coordinator for economic and development assistance at the US embassy in Islamabad, deputy mission director in Karachi, mission director in Afghanistan, and director of USAID’s Regional Development Mission for Asia, based in Thailand. His assignments also included leadership roles in Haiti, Russia, Mongolia, and throughout Southeast Asia, where he oversaw development, governance, economic growth, education, and public health programs.

In Haiti, Waskin directed USAID’s Office of Response Coordination following the 2010 earthquake, overseeing the US government’s development response and planning long-term reconstruction efforts. After leaving the Senior Foreign Service in 2018, he served as senior executive director for operations at DevTech Systems.
