Welton Chang is a psychologist and senior professional staff member at the Johns Hopkins University Applied Physics Laboratory. His work at APL supports a variety of DoD and IC sponsors on a range of technical topics. His other research focuses on helping people make better decisions and higher quality intelligence analysis, primarily via training interventions, accountability systems, and improving reasoning. From 2005-2014, he served as a Defense Department analyst and U.S. Army officer. His overseas experience includes 21 months in Iraq and a year in South Korea. He sits on the board of the John Sloan Dickey Center for International Understanding and the American Resilience Project. He is a non-resident senior associate at CSIS and a Truman National Security Fellow. Welton earned a B.A. in Government from Dartmouth College, an M.A. in Security Studies from Georgetown University, an M.A. in Psychology from the University of Pennsylvania, and completed a Ph.D. in Psychology at the University of Pennsylvania.
