Winnie Khattar is a Millennium fellow at the Atlantic Council and the head of market structure for exchange traded funds (ETFs) and index investments at BlackRock for the Asia Pacific region. Khattar  is responsible for providing thought-leadership on ETF market structure and developing the ETF industry in the region by working alongside regional regulators, exchanges, and market participants, advocating industry standards for ETFs and driving sustainable policy reform. Khattar is a co-chair for FIX Exchanges and Regulatory Committee for Asia. She also co-chairs mentorship for Women in Finance Asia (WiFA). Prior to BlackRock, she worked at BofA Securities, where she conceptualized and launched BofA Securities’ Market Structure offering in Asia, combining her quantitative background and a deep understanding of regulation. WiFA recognized her work with a Trailblazer award in 2020. Born and raised in India, Khattar is a passionate, positive person who enjoys the outdoors, trail running, gardening, snowboarding, and community initiatives that bring people from different cultures together.
