USA Today quotes Brent Scowcroft Center Senior Fellow Ian Brzezinski on recent developments in Ukraine as Secretary Kerry prepares to meet with President Putin: 

“Every day someone’s being killed or wounded in that region,” said Ian Brzezinski, a former Defense Department NATO policy adviser, now at the Atlantic Council think tank.

Separatists have been probing the Ukrainian frontier and trying to intimidate military units there, while equipment continues to flow from Russia into eastern Ukraine, including grad missile launchers, air defense systems and armored personnel carriers, Brzezinski said.

He said that this is in violation of the cease-fire agreement and that the pattern looks like preparations for another offensive by the separatists.
